Obesity is a condition in which excess body fat has accumulated to an extent that health may be negatively affected.[1] It is commonly defined as a body mass index (BMI) of 30 kg/m2 or higher.[1] This distinguishes it from being overweight as defined by a BMI of 25 kg/m2 or higher.

BMI can be used to estimate the prevalence of obesity within a population and the risks associated with it. It does not, however, account for the wide variation in the nature of obesity between different individuals and populations. WHO Expert Committee has proposed the classification of overweight and obesity that applies to both man and women and to all adult age groups.

so who have BMI from 25 until 29.9 kg/m2 is call fatness and whom their BMI is higher than 30 kg/m2 is who got obesity.. i understand now what different between fatness and obesity..
